The 1st Brunei Darussalam-Malaysia Joint Committee for Cooperation in the Field of Transport (BMJCT)

1. Yang Mulia Awang Haji Mohammad Nazri bin Haji Mohammad Yusof, Permanent Secretary, Ministry of Transport and Infocommunications of Brunei Darussalam co-chaired the inaugural 1st Brunei Darussalam-Malaysia Joint Committee for Cooperation in the Field of Transport (BMJCT) on 8 October 2025 (Wednesday) via video conference, alongside Yang Berbahagia Dato’ Seri Jana Santhiran Muniayan, Secretary General, Ministry of Transport of Malaysia, as Malaysia’s Co-Chair.



2. In his Opening Remarks, Yang Mulia Permanent Secretary highlighted the long-standing cooperation and close relations between Brunei Darussalam and Malaysia, particularly in the transport sector, enhancing economic ties and facilitating the movement of people and goods between the two countries.  Yang Mulia Permanent Secretary further highlighted, in particular, the modernisation of the bilateral Air Services Agreement in 2023; connectivity by sea transport through the Serasa-Labuan RO-RO and ferry services; and land transport connectivity through the various improvements in road infrastructure both in-country and cross-border.  This demonstrates the enduring mutual goal to enhance connectivity between both countries, ensuring smoother travel and logistics.  Yang Mulia Permanent Secretary also underscored the importance of both countries’ strong partnership in strengthening the region’s position, through foras such as ASEAN, BIMP-EAGA, International Civil Aviation Organization (ICAO), and International Maritime Organization (IMO).



3. The Brunei Darussalam-Malaysia Joint Committee for Cooperation in the Field of Transport (BMJCT) is formed following the signing of the Memorandum of Cooperation between the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and the Government of Malaysia on 26 August 2024 on the sidelines of the 25th Annual Leaders Consultation (ALC) held in Bandar Seri Begawan, and aims to discuss areas for cooperation including in the facilitation of movement of goods and passengers, transport technologies and innovations, and logistics, among others.

4. At this inaugural Meeting, the BMJCT endorsed the Terms of Reference (TOR) and its Work Plan for the year 2026, which will guide the Joint Committee and its members in implementing the objectives of the MOU.  The Meeting exchanged views, information and best practices of recent transport policy developments, including key digitalisation initiatives, and will explore collaborative opportunities between Brunei Darussalam and Malaysia to address areas of mutual concern.

5. Also present at the Meeting as part of Brunei Darussalam’s Joint Committee was Yang Mulia Awang Haji Mohammad Salihin bin Haji Aspar, Deputy Permanent Secretary (Transport), Ministry of Transport and Infocommunications; the Acting Director of Civil Aviation; the Acting Director of Land Transport; the Chief Executive of the Maritime and Port Authority of Brunei Darussalam (MPABD); as well as senior officials from the Ministry of Transport and Infocommunications (MTIC) and related agencies.
