Monday, 20 January 2025 - Regional Workshop on IMO Civil Liability and Compensation Regime
The Maritime and Port Authority of Brunei Darussalam (MPABD) is hosting the Regional Workshop on the International Maritime Organization (IMO) Civil Liability and Compensation Regime in Bandar Seri Begawan, Brunei Darussalam. The workshop commenced on 20 January and will continue until 24 January 2025. 

The event was officiated by Yang Mulia Ir. Awang Haji Mohammad Nazri bin Haji Mohammad Yusof, Permanent Secretary of the Ministry of Transport and Infocommunications (MTIC), who attended as the guest of honour. 

In his welcoming remarks, Yang Mulia Ir. Awang Haji Mohammad Nazri emphasized the importance of maritime governance and sustainability, highlighting the workshop underscored a collective commitment to accountability and the promotion of safe, environmentally sustainable, and harmonized maritime operation globally. This reflects Brunei Darussalam’s dedication to fostering international partnerships and advancing maritime governance. 

He also addressed the significance of regional collaboration and capacity building, noting that the workshop marks a significant milestone in strengthening Brunei Darussalam’s capacity and readiness for maritime emergencies. It serves as a driving force for enhanced international and regional collaboration, aiming to promote the integration of best practices. 

The workshop focused on critical conventions such as the CLC/Fund regime, HNS Convention, Bunkers Convention, LLMC, and Nairobi Convention. The primary objectives are to facilitate the implementation and enforcement of liability regimes and provide a comprehensive overview of these conventions. Participants will explore their history, principles, implementation, and real-world impacts, gaining valuable insights into liability and compensation principles and how they integrate into national laws. 

The workshop is facilitated by distinguished experts, including Mr. Jan Engel de Boer from International Maritime Organization (IMO), Mr. Mark Homan from the International Group of P&I Clubs (IG of P&I), and Mr. Julien RAbeux from the Secretariat of the International 2 Oil Pollution Compensation (IOPC) Funds. The workshop gathers twenty-four (24) representatives from thirteen (13) member states across the Asia-Pacific region; two (2) from China, two (2) from Nepal, two (2) from Cambodia, two (2) from Sri Lanka, two (2) from Bangladesh, two (2) from Mongolia, one (1) from Singapore, two (2) from Laos, one (1) from Pakistan, two (2) from India, two (2) from Malaysia, two (2) from Indonesia, and two (2) from Philippines. 

Also, in attendance were Captain (Ret.) Zil Husam bin Haji Abdul Rahman, Chief Executive of the Maritime and Port Authority of Brunei Darussalam (MPABD).
