30th ASEAN Transport Ministers (ATM) Meeting and Associated Meetings 21 – 22 November 2024 in Kuala Lumpur, Malaysia
1. Yang Berhormat Pengiran Dato Seri Setia Shamhary bin Pengiran Dato Paduka Haji Mustapha, Minister of Transport and Infocommunications, represented Brunei Darussalam at the 30th ASEAN Transport Ministers’ (ATM) Meeting and Associated Meetings, held from 21 to 22 November 2024, in Kuala Lumpur, Malaysia.
2. The 30th ATM was officiated by The Honourable Dato’ Sri Haji Fadillah bin Yusof, the Deputy Prime Minister II of Malaysia. The 30th ATM and Associated Meetings was then chaired by His Excellency Loke Siew Fook, Minister of Transport of Malaysia, in his capacity as Chairman of the ASEAN Transport Ministers (ATM) for 2024.
3. The Meeting endorsed and adopted the following documents, which focuses on enhancing the sustainability of the transport sector, through decarbonisation and digitalisation efforts: –
i. Signing of Protocol 5 on own stopover rights to the ASEAN Multilateral Agreement on the Full Liberalisation of Passenger Air Services;
ii. ASEAN Guidelines on Light Electric Vehicles (LEV);
iii. ASEAN Guidelines on Urban Freight Transport (UFT);
iv. ASEAN Guidelines on Port Sector Public Private Partnership (PPP); and
v. ASEAN Guidelines on Port Digitalisation and Automation.
4. The 30th ATM was followed by Meetings with ASEAN Dialogue Partners, namely China, Japan and Republic of Korea, to further discuss initiatives for the continued development of transport cooperation including the endorsement of their respective frameworks and work plans.
5. Yang Berhormat Minister signed the Protocol 5: Own Stopover Rights between Any Points within the Territory of any other ASEAN Member State of the ASEAN Multilateral Agreement on Full Liberalisation of Passenger Air Services (MAFLPAS), on behalf of the Government of His Majesty the Sultan and Yang DiPertuan of Brunei Darussalam on 21 November 2024. The Protocol 5 of the MAFLPAS is aimed to bolster a more efficient and competitive air transport market within ASEAN, which will allow the designated airlines of each ASEAN Member State to pick-up and drop-off passengers after making a stopover in the same route. This Protocol 5 has the potential to provide travellers with more choices, thus enhancing the movement of passengers within ASEAN.
6. On the sidelines of the 30th ATM and Associated Meetings, Yang Berhormat Minister held a bilateral meeting with Yang Berhormat Loke Siew Fook, Minister of Transport of Malaysia, Chairman and Host of the ATM Meetings in 2024. Both Ministers discussed on enhancing transport cooperation between the two countries, among others on digitalisation of relevant services in the transport sector, and mutual recognition of documents, which will allow more efficient cross border transportation. Both Ministers also expressed their shared commitment to further fostering cooperation between the two sides.
7. Yang Berhormat Minister also had the opportunity to hold separate bilateral meetings with His Excellency Chee Hong Tat, Minister for Transport of Singapore, where the Ministers discussed opportunities to broaden transport cooperation between the two countries especially in the areas of sustainability, and with His Excellency Park Sangwoo, Minister of Land, Infrastructure and Transport of the Republic of Korea, where the Ministers discussed further cooperation in smart cities development and exchanged views in moving forward smart transport collaboration.
8. The 30th ATM was preceded by the 58th ASEAN Senior Transport Officials Meeting (56th STOM) and Associated Dialogue Partner Meetings held on 18-20 November 2024 in Kuala Lumpur, Malaysia. The delegation of Brunei Darussalam to the 58th STOM and Associated Meetings was led by Yang Mulia Ir. Mohammad Nazri Mohammad Yusof, Permanent Secretary at the Ministry of Transport and Infocommunications. The 58th STOM and Dialogue Partner Meetings discussed key documents for adoption and endorsement by the Ministers, as well as the progress and status of programmes, activities and projects under the Kuala Lumpur Transport Strategic Plan (KLTSP) 2016-2025. The ASEAN Senior Transport Officials also had the opportunity to discuss on global and regional trends and developments impacting the transport sector, among others on shift in global political affairs and trade flows, digitalisation, decarbonisation and supply chain issues.
9. The ASEAN Transport Ministers Meeting is an annual platform where Transport Ministers from ASEAN Member States gather to discuss ongoing transport cooperation within ASEAN and with Dialogue Partners to further enhance connectivity and create an efficient, safe and sustainable transportation system to support further economic progress and integration in ASEAN.
