3rd ASEAN Digital Minister Meeting (ADGMIN) Boracay, Republic of the Philippines
1. The 3rd ASEAN Digital Ministerial Meeting (ADGMIN) was held on 09-10th February 2023 in Boracay, Republic of the Philippines. Yang Berhormat Pengiran Dato Seri Setia Shamhary bin Pengiran Dato Paduka Haji Mustapha, Minister of Transport and Infocommunications, Brunei Darussalam attended the 3rd ADGMIN meeting and related ASEAN dialogue partners meetings with China, Japan, Republic of Korea, India, United States of America and International Telecommunications Union (ITU).
2. With the theme “Synergy towards a Sustainable Digital Future”, the 3rd ADGMIN meeting was chaired by His Excellency Ivan John E. Uy, Secretary of the Department of Information and Communications Technology (DICT), Republic of the Philippines. The meeting among others discussed the progress of the ASEAN Digital Masterplan 2025 (ADM 2025) as well as updates from the working groups under the purview of ADGMIN.
3. In exchanging views on development of the digital sector within ASEAN, the Minister of Transport and Infocommunications shared that we are now in a dynamic digital era where the pace of technological change is rapidly transforming businesses and society. This brings with it a significant wealth of opportunities for growth in our digital economy. He also acknowledged the need to leverage on ASEAN’s regional integration and partnerships to increase ASEAN Member States access to best practices and strategies for transforming the region into a digital community powered by secure and transformative digital services, technologies and ecosystem.
4. The Meeting welcomed the progress made in the second year of the ASEAN Digital Masterplan 2025 (ADM 2025) and encouraged ASEAN Member States to further cooperate and implement a people-centered approached digital transformation journey. This includes the continuous development and implementation of programs and projects to improve ICT policy and regulatory frameworks based on best practices and international standards.
5. In reviewing the progress of the Senior Officials and Working Group’s workplans and projects. The Ministers were pleased to take note of the various progresses made. Among these included the completion of the ASEAN Guidelines on Quality of Experience (QoE) Framework which was led by Brunei Darussalam.
6. The Meeting also welcomed the Member States efforts in implementing enhanced cybersecurity measures consistent with the ASEAN Cybersecurity Cooperation Strategy 2021-2025 in view of the recent rise of global cybersecurity attacks and threats. The Meeting also recognized the need to strengthen collaboration and programs aimed at developing analytics, AI (artificial intelligence), and the digital skills essential to fill the talent and skill gaps in the region.
7. The meeting concluded with the adoption of the Boracay Digital Declaration that calls for a sustainable digital transformation that is people-centered, safe, secure and relevant to the needs of end users and various stakeholders. This aims at increasing the quality and use of e-government services and solutions that can connect businesses, and supporting innovation for new business models to facilitate cross-border trade and affordable access.
8. Prior to the 3rd ADGMIN Meeting, Senior Official Members of ASEAN Member States attended the 3rd ASEAN Digital Senior Official Meetings (ADGSOM) from 07-08th February 2023. Brunei Darussalam was led by Yang Mulia Awang Haji Hairul Mohd Daud bin Haji Abdul Karim, Deputy Permanent Secretary (Infocommunications), MTIC in his capacity as ADGSOM leader of Brunei Darussalam. Also, in attendance were Yang Mulia Awang Haji Jailani bin Haji Buntar, Chief Executive, Authority for Info-communications Technology Industry of Brunei Darussalam (AITI) and senior officers from MTIC and AITI.
