57th ASEAN Senior Transport Officials Meeting (STOM) and 3rd ASEAN-United States Senior Transport Officials Dialogue (ASEAN-US STOD)

1. Yang Mulia Ir. Mohammad Nazri Mohammad Yusof, Permanent Secretary at the Ministry of Transport and Infocommunications (MTIC), attended the 57th ASEAN Senior Transport Officials Meeting (STOM) and the 3rd ASEAN-United States Senior Transport Officials Dialogue (ASEAN-US STOD) held from 11 – 13 June 2024 in Penang, Malaysia.

2. The 57th STOM was officiated by His Excellency Mr. Loke Siew Fook, Minister of Transport of Malaysia on 11 June 2024. In his Opening Remarks, His Excellency Mr. Loke Siew Fook commended the incredible efforts by the ASEAN Transport Bodies since Malaysia’s last tenure as Chairman in 2015 in implementing the Kuala Lumpur Transport Strategic Plan (KLTSP) 2016-2025. His Excellency Mr. Loke Siew Fook further emphasised that addressing the rising global issues on climate change, globalisation and technological innovation advancement, and expectations for a rapid and full post-COVID recovery, needs to be addressed together and opportunities seized in order to benefit the ASEAN region.

3. The 57th STOM was chaired by Dato’ Jana Santhiran Muniayan, Secretary General, Ministry of Transport of Malaysia in his capacity as Chairman of the ASEAN Senior Transport Officials Meeting (STOM) in 2024.

4. The 57th STOM discussed the progress and status of programmes, activities, and projects under the framework of the Kuala Lumpur Transport Strategic Plan (KLTSP) 2016-2025, which are implemented by the ASEAN Transport Working Groups. The meeting highlighted ongoing connectivity and sustainability initiatives across the ASEAN Transport Working Groups, including the development of several guidelines that will support the ASEAN region’s transition towards a lowcarbon economy.

5. The 57th STOM also emphasised the need to address emerging technologies and its associated opportunities and challenges, such as the use of Artificial Intelligence (AI), cybersecurity, and data issues, sharing and privacy, as the transport sector moves towards digital transformation.

6. The outcomes of the 57th STOM would be further discussed by the 58th STOM later this year to finalise the Annual Priorities/Key Deliverables for Transport in 2024 for the consideration of the 30th ASEAN Transport Ministers (ATM) Meeting.

7. The STOM also exchanged views on the progress of implementation cooperation with Dialogue Partners such as China, Japan and the Republic of Korea, as well as with the United States through the 3rd ASEAN-United States Senior Transport Officials Dialogue (ASEAN-US STOD), held on 13th June 2024.

8. Also present at the 57th STOM were senior officials from the Ministry of Transport and Infocommunications (MTIC), as well as relevant authority under MTIC.

9. The ASEAN Senior Transport Officials Meeting (STOM) convenes twice a year to review and coordinate transport-related programmes, activities and projects for the consideration of the ASEAN Transport Ministers (ATM) Meeting at the end of the year.
