Information Day on Request for Proposal (RFP) for Public Transport Services in Brunei Darussalam
The Ministry of Transport and Infocommunications (MTIC) and the Land Transport Department (JPD) held an Information Day for the Request for Proposal (RFP) to provide, operate, manage, and maintain public transport services in Brunei Darussalam. Hosted at Dewan Amar Pahlawan, the event welcomed members of the diplomatic corps and representatives from both local and international companies.
The Information Day aimed to encourage participation from qualified companies by providing essential guidance for developing comprehensive proposals for Brunei’s public transport system. Key topics included in-depth explanations of route requirements, catchment areas, performance standards, and minimum vehicle specifications as outlined in the RFP document, ensuring that companies that have shown interest to participate in the RFP gained a clear understanding of MTIC’s expectations for a safe, reliable, and sustainable public transportation network.
Yang Berhormat Pengiran Dato Seri Setia Shamhary bin Pengiran Dato Paduka Haji Mustapha, the Minister of Transport and Infocommunications, opened the session with remarks on the RFP’s importance as a step towards establishing an accessible, sustainable, and reliable public transport system. This also needs to come hand in hand with investments in infrastructure, harnessing technology, reforming industry structures, and strengthening public transport regulations.
With a renewed focus on execution and implementation, MTIC has identified three priority areas:
1. Enhancing the connectivity and reliability of mainline bus routes, with the consideration of alternative transportation modes if deemed viable.
2. Expanding and improving the coverage of on-demand (e-hailing) taxis and shared-ride services.
3. Leveraging technology through a Smart Transport Management System to enable real-time vehicle movement monitoring and enhance passenger convenience.
These initiatives support MTIC’s vision of a three-tier public mobility system, comprising a core mainline bus network, shared-ride services within designated areas, and flexible e-hailing taxi options.
The session included presentations from the Land Transport Department, detailing the RFP’s scope, objectives, and requirements, and insights from the Ministry of Education on the “School Bus Transport Service.” A Q&A session followed, addressed questions from attendees to ensure clarity on proposal expectations.
The Ministry of Transport and Infocommunications and the Land Transport Department encourages qualified local and international companies to participate in this RFP.
