The 2nd ASEAN Digital Senior Officials’ Meeting and ASEAN Telecommunications Regulators’ Council (ADGSOM – ATRC) Leaders’ Retreat of 2024
1. The 2nd ASEAN Digital Senior Officials’ Meeting and ASEAN Telecommunications Regulators’ Council (ADGSOM – ATRC) Leaders’ Retreat of 2024 was held on 24th – 25th October 2024 in Vientiane, Laos PDR. Brunei Darussalam was led by Yang Mulia Awang Haji Hairul Mohd Daud bin Haji Abdul Karim, Deputy Permanent Secretary (Infocommunications) at the Ministry of Transport and Infocommunications (MTIC) in his capacity as ADGSOM leader of Brunei Darussalam.

2. The meeting was chaired by Ms. Phavanhna Douangboupha, Deputy Director of the Ministry of Technology and Communications of Laos, PDR. The meeting among others discussed updates and progress from working groups under ADGSOM namely ASEAN Working Group on Artificial Intelligence Governance; ASEAN Working Group on Digital Data Governance; ASEAN Data Protection and Privacy Forum; ASEAN Working Group on Anti-Online Scam; and ASEAN Working Group on Submarine Cable.
3. The progress and updates of the existing projects under the 2024 ADGSOM-ATRC Work Cycle and the proposed projects under the 2025 ADGSOM-ATRC Work Cyclewere also discussed. Brunei Darussalam’s delegation presented the updates and progress of ADGSOM project titled ‘GovStack Initiative ASEAN (with support of the ITU)’ under the 2024 ADGSOM-ATRC Work Cycle. Whereas under the 2025 ADGSOM-ATRC Work Cycle,two (02) projects titled ‘ASEAN Guidelines on Cloud Adoption for Public Sector’ and ‘ASEAN Digital Public Infrastructure for Cross-Border Digital Trade (Phase 1 – Framework Recommendation’ was deliberated further for consideration to be endorsed during the 5th ADGSOM and 5th ASEAN Digital Ministers Meeting (ADGMIN).
4. The meeting also discussed the preparations, key deliverables as well as projects to be endorsed during the 5th ADGSOM, the 5th ADGMIN and related meetings, scheduled to take place in January 2025 in Bangkok, Thailand.
5. Also in attendance were Yang Mulia Awang Haji Jailani bin Haji Buntar, Chief Executive of the Authority for Info-communications Technology Industry of Brunei Darussalam (AITI), along with senior officers from MTIC and AITI.
