1. Yang
Mulia Ir. Mohammad Nazri Mohammad Yusof, Permanent Secretary at the
Ministry of Transport and Infocommunications (MTIC), attended the 59th
ASEAN Senior Transport Officials Meeting (STOM) and the 4th ASEAN-United
States Senior Transport Officials Dialogue (ASEAN-US STOD) held in
Yangon, Myanmar on 21 – 23 May 2025.
2. The
59th STOM was officiated by His Excellency Mr. Aung Kyaw Tun, Deputy
Minister for Transport and Communications of the Republic of the Union
of Myanmar on 21 May 2025. The 59th STOM was then chaired by Mr. Win
Khant, Permanent Secretary of the Ministry of Transport and
Communications of the Republic of the Union of Myanmar in his capacity
as Chairman of the ASEAN Senior Transport Officials Meeting (STOM) in
2025.
3. The
STOM discussed the progress and status of programmes, activities and
projects under the current Kuala Lumpur Transport Strategic Plan (KLTSP)
2016-2025, which are implemented by the ASEAN Transport Working
Groups. The 59th STOM discussed matters of importance to the region’s
transport landscape, including in safety and security, sustainability,
and digitalisation of the transport sectors to better facilitate the
movement of people and goods within the region.
4. Brunei
Darussalam’s participation to the ASEAN Senior Transport Officials
Meeting (STOM) platform and its Working Groups has been instrumental in
the development of key matters, including in, among others: expanding
air connectivity for passengers and cargo through the exchange of
traffic rights between and beyond the region; capacity building;
enhancement of road safety measures; development of an Electric Vehicle
(EV) roadmap; and environmental and sustainable improvements in the
transport sector.
5. In
addition, Brunei Darussalam through the Maritime and Port Authority of
Brunei Darussalam (MPABD) is the current Chairman of the ASEAN Maritime
Transport Working Group (MTWG) for the period 2024-2025. Among others,
the MTWG Chairman has led the discussions to advance the ASEAN Single
Shipping Market (ASSM), and sustainable maritime initiatives, including
the endorsement of the draft ASEAN Regional Strategy on Ship Waste
Management at the 59th STOM, which is an Annual Priority for Transport
in 2025. This ASEAN Regional Strategy is intended to guide ASEAN Member
States in reducing illegal discharges of ship waste into Southeast
Asia’s marine environment.
6. The
STOM also exchanged views on the progress of cooperation with the
Dialogue Partners, that is China, Japan and Republic of Korea (ROK),
including the 4th ASEAN-United States Senior Transport Officials
Dialogue (ASEAN-U.S. STOD), where key issues were discussed, such as
smart mobility through the use of AI-driven technologies, environmental
sustainability, as well as support for human capacity building in these
key issues.
7. Also
present at the Meeting as part of Brunei Darussalam’s delegation were
senior officials from the Ministry of Transport and Infocommunications
(MTIC) and the Maritime and Port Authority of Brunei Darussalam (MPABD).
8. The
outcomes of the 59th STOM would be further discussed by the 60th STOM
later this year to finalise the Annual Priorities/Key Deliverables for
Transport in 2025 for the consideration of the 31st ASEAN Transport
Ministers (ATM) Meeting. The ASEAN Senior Transport Officials Meeting
(STOM) convenes twice a year to review and coordinate transport-related
programmes, activities and projects for the consideration of the ASEAN
Transport Ministers (ATM) at the end of the year.
