10th Singapore International Cyber Week (SICW) and 10th ASEAN Ministerial Conference on Cybersecurity (AMCC)

Yang Berhormat Pengiran Dato Seri Setia Shamhary bin Pengiran Dato Paduka Haji Mustapha, Minister of Transport and Infocommunications, as Minister-in-Charge of Cybersecurity, attended the 10th ASEAN Ministerial Conference on Cybersecurity (AMCC), held in the Republic of Singapore alongside the 10th Singapore International Cyber Week (SICW) that ran from 20 to 23 October 2025. 

10TH ASEAN MINISTERIAL CONFERENCE ON CYBERSECURITY (AMCC) 

The 10th AMCC, was chaired by Her Excellency Josephine Teo, Minister for Digital Development and Information and Minister-in-Charge of Cybersecurity of the Republic of Singapore. The meeting gathered ASEAN Ministers responsible for cybersecurity to discuss strategic priorities and regional collaboration towards building a secure and trusted digital ecosystem. 



Yang Berhormat Pengiran Dato Seri Setia Shamhary in his statement noted that ASEAN, including Brunei Darussalam, has not been immune to the threats of cybercriminals that take advantage of system vulnerabilities and the increasing activities of “advanced persistent threat actors” (APT) regionally. Recognising the transboundary and inter-related nature of many of these threats, Yang Berhormat stressed the importance of strengthening existing regional cybersecurity cooperation, coordination, CERT-to-CERT (Computer Emergency Response Team) collaboration and capacity building initiatives. 

The ASEAN Ministers collectively emphasized the importance of continued regional partnerships to address evolving cybersecurity challenges which is growing in sophistication. These include AI-driven attacks and the threat of quantum-powered cyberattacks. 

The ASEAN Ministers also welcomed the establishment of “the permanent UN Global Mechanism on developments in the field of ICTs in the context of international security and advancing responsible State behaviours in the use of ICTs”, which was agreed in July 2025 by the UN Open-ended Working Group (OEWG) on cybersecurity. The new mechanism is designed to institutionalize negotiations and implement measures related to ICT threats, cyber norms, capacity-building, and the application of international law.

10TH SINGAPORE INTERNATIONAL CYBER WEEK (SICW) PANEL SESSION 

Held under the theme “Shaping the Next Era of Global Cybersecurity”, the 10th SICW was officiated by His Excellency K Shanmugam, Coordinating Minister for National Security and Minister for Home Affairs of the Republic of Singapore. Now in its tenth year, SICW has established itself as Asia’s leading platform for cybersecurity dialogue, bringing together policymakers, industry leaders, and global experts to discuss emerging trends, address shared challenges, and foster collaboration towards a secure and resilient digital future. 

During the Opening Plenary, Yang Berhormat Pengiran Dato Seri Setia Shamhary participated as a panelist in a High-Level Panel that discussed “Power Struggle in a Technopolar World: Big Tech and State Power”. The panel explored the underlying forces that drive governmental and industry interests, that shape the digital world we live in today. It also examined how we can collectively work together to manage the new realities, underscoring the need to foster structured collaboration, principles and value-based partnerships that serves the national development goals of states. Smaller nations can also play constructive roles as bridge-builders and trusted convenors in fostering inclusive digital cooperation at both regional and global levels. 



BILATERAL MEETINGS 

On the sideline of the 10th SICW and 10th AMCC, Yang Berhormat held a bilateral meeting with Her Excellency Josephine Teo, during which both Ministers discussed ways to further strengthen cooperation between Brunei Darussalam and Singapore in the areas of cybersecurity policy development, digital infrastructure, and emerging technologies, particularly in support of ASEAN’s collective digital economy agenda. 

Yang Berhormat was accompanied by Yang Mulia Awang Hairul Mohd Daud bin Haji Abdul Karim, Deputy Permanent Secretary (Infocommunications) at the Ministry of Transport and Infocommunications (MTIC), along with senior officials from the Ministry of Transport and Infocommunications (MTIC) and Cyber Security Brunei (CSB).
