1. The 31st ASEAN Transport Ministers (ATM) Meeting and Associated Meetings was held in Nay Pyi Taw, Myanmar on 20th November 2025. The annual Meeting serves as a key platform for ASEAN Member States to review progress, realign priorities and advance collaborative initiatives that support safe, efficient and sustainable regional connectivity.
2. Brunei Darussalam was represented at the meeting by Yang Berhormat Pengiran Dato Seri Setia Shamhary bin Pengiran Dato Paduka Haji Mustapha, Minister of Transport and Infocommunications. Yang Berhormat joined also joined the ASEAN Transport Ministers and Heads of Delegation in a courtesy call on His Excellency Nyo Saw, Prime Minister of the Republic of the Union of Myanmar prior to the official opening of the 31st ATM.
3. The 31st ATM was officiated by His Excellency Nyo Saw, Prime Minister of the Republic of the Union of Myanmar and subsequently chaired by His Excellency Mya Tun Oo, Union Minister for Transport and Communications of the Republic of the Union of Myanmar, in his capacity as Chairman of the ASEAN Transport Ministers Meeting for 2025.
4. The Meeting endorsed and formally adopted the recommendations presented in the following documents, highlighting decarbonisation and environmental protection commitments, as well as integrating digital solution and harmonisation efforts in the transport sector: -
(i) ASEAN Transport Sectoral Plan (ATSP) 2026-2030;
(ii) ASEAN Regional Strategy on Sustainable Ship Waste Management;
(iii) ASEAN Electric Vehicles (EV) Implementation Roadmap;
(iv) Recommendations on the Implementation of Digitalisation of Public Transport and Last-Mile Delivery Services; and
(v) Strategic Plan on Enhancing Rail Interoperability among ASEAN Member States.
5. The 31st ATM also convened engagements with ASEAN Dialogue Partners, namely China, Japan and the Republic of Korea, reaffirming long-term cooperation and endorsing several deliverable and work plans such as:
(i) Strategic Plan for ASEAN-China Transport Cooperation 2026-2035;
(ii) ASEAN-Japan Transport Partnership (AJTP) Work Plan 2025-2026 under the Luang Prabang Action Plan 2024-2033;
(iii) Report of the Implementation of ASEAN Green Ship Strategy 2020-2025;
(iv) Implementation Report of ASEAN-Japan Action Plan on Environment Improvement in the Transport Sector (AJ-APEIT) 2021-2025;
(v) Report on Joint Research on Road Traffic Safety; and
(vi) ASEAN-Republic of Korea Transport Cooperation Roadmap 2026-2030.
6. On the sidelines of the meeting, Yang Berhormat also held a courtesy call with His Excellency Dr. Kao Kim Hourn, the Secretary-General of ASEAN. The discussion reaffirmed the shared commitment to advancing wider ASEAN transport cooperation, including Brunei Darussalam’s leadership in strengthening ASEAN–United Kingdom air transport engagement.
7. The 31st ATM was preceded by the 60th ASEAN Senior Transport Officials Meeting (60th STOM) and Associated Meetings, held from 17 to 19 November 2025. Brunei Darussalam’s delegation was led by Yang Mulia Awang Haji Mohammad Nazri bin Haji Mohammad Yusof, Permanent Secretary at the Ministry of Transport and Infocommunications. The Meetings reviewed key deliverables for Ministerial consideration, assessed progress under the Kuala Lumpur Transport Strategic Plan (KLTSP) 2016–2025 and discussed global megatrends shaping the transport sector, including shifting global trade flows, climate change and digitalisation.
8. Brunei Darussalam’s active involvement in the ATM, STOM and the associated Working Groups continues to contribute significantly to the development of regional transport policies. These contributions include expanding liberal and mutually beneficial air connectivity, strengthening capacity building, harmonising land transport services and road safety measures, and advancing sustainable and smart transport corridors across ASEAN.
9. Also present as part of Brunei Darussalam’s delegation were His Excellency Captain (R) Haji Mohamad Sarif Pudin Matseruddin, Ambassador Extraordinary and Plenipotentiary of Brunei Darussalam to the Republic of the Union of Myanmar, along with senior officials from the Ministry of Transport and Infocommunications (MTIC) and the Maritime and Port Authority of Brunei Darussalam (MPABD).
