Signing of Record of Discussion between the Aeronautical Authorities of the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and the Government of the United Kingdom of Great Britain and Northern Ireland

1. The Ministry of Transport and Infocommunications of Brunei Darussalam signed a Record of Discussion with the Department for Transport of the United Kingdom of Great Britain and Northern Ireland on the sidelines of the 34th International Maritime Organization (IMO) Assembly. Yang Mulia Awang Haji Mohammad Salihin bin Haji Aspar, Deputy Permanent Secretary (Transport) at the Ministry of Transport and Infocommunications (MTIC), led the discussions on the modernisation of air services on behalf of Brunei Darussalam on 27 November 2025 in London.

2. Brunei Darussalam and the United Kingdom have a longstanding relationship in the aviation sector through the current Air Services Agreement (ASA) signed on 23 November 2007, which replaced the previous ASA signed on 23 November 1990. The ASA provides a legal framework for designated airlines of both Brunei Darussalam and the United Kingdom to operate international commercial flights between the two countries. Major developments in global aviation, regulatory practices, and international standards have emphasised the need for both countries to modernise the current ASA. In addition to incorporating overall higher standards in aviation, especially on safety and security, the modernised ASA aims to further strengthen Brunei Darussalam’s position as a strategic destination and partner, while supporting government efforts to enhance international connectivity and aviation sector development. 

3. As a result of the discussions held on 27 November 2025, both sides agreed to work towards the formal conclusion and signature of a new ASA in 2026. The new ASA, aligned with current International Civil Aviation Organization (ICAO) standards as well as both countries’ current regulatory frameworks, would also allow for the allocation of improved traffic rights between both countries.

4. Also in attendance during the discussion were senior officials from the Ministry of Transport and Infocommunications (MTIC) and the High Commission of Brunei Darussalam to the United Kingdom in London.
