1. Brunei Darussalam through the Ministry of Transport and Infocommunications (MTIC) was privileged to participate in the Digital Government Forum 2025, with the theme “Accelerating Digital Future: Governance, Growth, and Global Partnerships”, held in Phnom Penh, Cambodia, from 5 to 7 December 2025.
2. Yang Berhormat Pengiran Dato Seri Setia Shamhary bin Pengiran Dato Paduka Haji Mustapha, Minister of Transport and Infocommunications led the Brunei Darussalam delegation at the Forum, following the special invitation from His Excellency Dr. Chea Vandeth, Minister of Post and Telecommunications of the Kingdom of Cambodia.
3. The Forum was officiated by His Excellency Vongsey Vissoth, Permanent Deputy Prime Minister and Minister in charge of the Office of the Council of Ministers of the Kingdom of Cambodia. Also present were various other digital ministers, ASEAN Secretary General, senior officials, development partners, and leading technology organisations.
4. Yang Berhormat participated as a panellist in the Digital Ministerial Dialogue on “Harmonizing Our Digital Future: From National Strategies to Collective National and Regional Impact” alongside His Excellency Dr. Chea Vandeth, Minister of Post and Telecommunications, Kingdom of Cambodia; His Excellency Mr. David L. Almirol Jr., Undersecretary of the Department of Information and Communications Technology (DICT), Republic of the Philippines; and His Excellency Mr Flavio Cardoso Neves, President of Timor-Leste National Communications Authority.

5. The dialogue explored how national digital strategies can be aligned to form cohesive regional frameworks that support inclusive development and shared prosperity. Discussions focused on overcoming fragmented digital regulations, enhancing interoperability, and strengthening regional standards to drive seamless digital cooperation. Emphasis was also placed on harmonised governance mechanisms, trusted and secure data ecosystems, and coordinated investments in transformative technologies such as artificial intelligence, cybersecurity, and digital identity systems.
6. Yang Berhormat also held a bilateral meeting with His Excellency Dr. Chea Vandeth, Minister of Post and Telecommunications of the Kingdom of Cambodia. Both parties exchanged views on enhancing cooperation in digital government, capacity development, and technology innovation. The meeting highlighted areas of mutual interest such as advancing cybersecurity resilience, improving data governance frameworks, strengthening the delivery of digital public services, and exploring emerging technologies to support future-ready and citizen-centric digital transformation.
7. The Brunei Darussalam delegation also had the opportunity to engage with other international and regional leaders in the digital community to discuss current and emerging trends, key challenges, and collaborative opportunities in digital government and transformation.
8. Accompanying Yang Berhormat were Yang Mulia Ir. Haji Mohammad Nazri bin Haji Mohammad Yusof, Permanent Secretary at the Ministry of Transport and Infocommunications (MTIC), along with senior officials from Ministry of Transport and Infocommunications (MTIC), and the E-Government National Centre (EGNC).
