The Maritime and Port Authority of Brunei Darussalam (MPABD) launched Navigating 2030 - MPABD’s Five-Year Strategic Plan 2026-2030 today at Indera Kayangan Ballroom, The Empire Brunei.
The launching ceremony was graced by the Guest of Honour, Yang Berhormat Pengiran Dato Seri Setia Shamhary bin Pengiran Dato Paduka Haji Mustapha, Minister of Transport and Infocommunications as Chairman of MPABD. The event commenced with a recital of Surah Al-Fatihah and Doa Selamat led by Yang Mulia Mohammad Aisamuddin @ Aliomar bin Alias, Imam of Brunei International Airport, followed by welcoming remarks by Yang Mulia Captain (Ret.) Zil Husam bin Haji Abdul Rahman, Chief Executive of MPABD. A Year-in-Review video highlighting MPABD’s key milestones for 2024–2025 and the development journey of the Strategic Plan was also screened.
In his keynote address, Yang Berhormat Pengiran Dato Seri Setia Shamhary bin Pengiran Dato Paduka Haji Mustapha, Minister of Transport and Infocommunications as Chairman of MPABD, highlighted that Navigating 2030 represents a decisive step in positioning Brunei Darussalam’s maritime and ports sector as a central pillar of national competitiveness and economic resilience. Emphasising the nation’s deep maritime heritage, he stressed that the sector must now evolve beyond its traditional supporting role to become a dynamic driver of trade, investment, innovation, and sustainable growth. Navigating 2030, he noted, is firmly aligned with Wawasan Brunei 2035, the Brunei Darussalam Economic Blueprint, RKN12, and the MTIC Strategic Plan 2030, and guided by the principles of Maqasid Syariah as an ethical foundation for safe, prosperous, and sustainable maritime development.
Yang Berhormat outlined four key commitments under Navigating 2030, namely: strengthening safety, security, and environmental stewardship in line with international standards; driving economic diversification through expanded maritime services and diversified port activities; investing in Brunei Darussalam’s maritime talent through competency development and expanded cadetship and scholarship programmes; and accelerating digitalisation, green technologies, and regional leadership, including a more active role in ASEAN and BIMP-EAGA maritime cooperation. He concluded by underscoring that the success of the strategic plan will depend on disciplined execution, strong inter-agency collaboration, and collective commitment from government, industry, and institutions to deliver lasting impact for the nation.
The ceremony commenced with Yang Berhormat unveiling the Navigating 2030 plan which was the followed by a screening of the official video. The event then proceeded with a series of insightful speaker sessions on “Muara Port 2030: Gateway to a Thriving Maritime Economy” by Yang Mulia Mohd Fazilah bin Hj Md Yassin and “Brunei's Strategic Place in the New Maritime Map: From Oil and Gas Reliance to Regional Maritime Leader” by Yang Mulia Joseph Kam-Fu Hu. The ceremony concluded with Yang Berhormat presenting token of appreciations to the guest speakers.
Also in attendance were Yang Mulia Pengiran Datin Seri Paduka Hajah Zety Sufina binti Pengiran Dato Paduka Haji Sani, Deputy Minister of Finance and Economy (Fiscal) and Deputy Chairman of MPABD, Permanent Secretaries, Deputy Permanent Secretaries, MPABD Board of Directors, senior officials from government, and maritime industry partners.
Navigating 2030 aims for the MPABD to uphold the highest standards of safety and sustainability; cultivate a thriving maritime economy; build a quality, future-proof workforce; embrace innovation and green technologies; and strategically position Brunei Darussalam as a respected maritime leader in the region.
