1. The Fourth Global Ministerial Conference on Road Safety was held in Marrakech, Kingdom of Morocco from 18th to 20th February 2025. The meeting was also preceded by the United Nations Road Safety Fund High-Level Pledging Forum held on 17th February 2025 at the same location.
2. Yang Berhormat Pengiran Dato Seri Setia Shamhary bin Pengiran Dato Paduka Haji Mustapha, Minister of Transport and Infocommunications represented Negara Brunei Darussalam at both events, including in his capacity as an Advisory Board Member of the United Nations Road Safety Fund (UNRSF) representing the Asia-Pacific region for the 2025–2026 term.
3. The Fourth Global Ministerial Conference on Road Safety concluded with the adoption of the Marrakech Declaration, a comprehensive declaration aimed at strengthening international commitment to safer roads and a global call for action to reduce the number of deaths from road accidents. It also serves to further support the United Nations Sustainable Development Goals and the UN Decade of Action for Road Safety 2021-2030, target of halving road deaths worldwide by 2030.
4. The declaration acknowledged that to date, only 10 countries have since achieved the first decade’s goals by reducing deaths by 50% from 2010 to 2021. Brunei Darussalam is among the 10 countries mentioned.
5. Despite this achievement, Yang Berhormat the Minister of Transport and Infocommunications mentioned that one fatal accident on the road remains one too many for the country and that the rate of reduction has plateaued in recent years. Hence, renewed impetus and effort must be exerted in order to prevent accidents and bring the numbers further down. Focus will be given on speed management efforts. This covers driver’s behavior and compliance to speed limits, enforcement and road infrastructure aspects. New strategies and use of technology will also be required while continuing to build upon proven and effective measures.
6. On the sideline, Yang Berhormat also held a bilateral meeting with His Excellency Abdessamad Kayouh, Minister of Transport and Logistics from the Kingdom of Morocco. Both Ministers exchanged views and discussed ways to enhance transport cooperation between the two countries and expressed their shared commitment to strengthening bilateral collaboration in the transport sector.
7. Yang Mulia Haji Mohammad Salihin bin Haji Aspar, Deputy Permanent Secretary (Transport) at the Ministry of Transport and Infocommunciations, along with senior officials from the Ministry of Transport and Infocommunications (MTIC), accompanied Yang Berhormat Minister.

8. As part of the Brunei Darussalam delegation, Yang Mulia Najeebah binti Pehin Datu Indera Setia Mejar Jeneral (B) Dato Paduka Seri Awang Haji Sulaiman, Head of the Transport Safety Division at MTIC and Secretariat to the Brunei Darussalam Road Safety Council (MKKJR), participated as a panelist in the session "Beyond Emergency Care: Strengthening Post-Crash Response, Protection, and Rehabilitation for Road Victims." She highlighted the importance of cross-sector collaboration in enhancing post-crash care and shared Brunei Darussalam’s holistic approach through its National Road Safety Council, which brings together public, private, and NGO stakeholders to strengthen road safety measures and provide support for accident victims.
