Assalamualaikum Warahmatullahi Wabarakatuh and good evening

Permanent secretaries of the Ministries, distinguished Keynote speakers, Directors, ITB Principal Officers, invited guests, ladies and gentlemen,

 

 

1. First and foremost, I wish to thank the organizer for inviting me to officiate the 4th International Neural Network Society – Computational Intelligence in Information Systems symposium (INNS-CIIS).

 

2. I would like to welcome all of you to Brunei Darussalam, to this important symposium organized by Institut Teknologi Brunei.  We have amongst us today – researchers, academicians, industry practitioners, students, from far and near, namely Switzerland, United Kingdom, Australia, Korea, Malaysia, Hong Kong, India, Pakistan, Indonesia as well as Brunei Darussalam.

 

3. This symposium I believe would create a remarkable opportunity to discuss areas of common interest.  It is also a platform to share valuable experience among participants, not only specifically to Computational Intelligence in Information Systems research areas but also on ICT, in general. This symposium is also a platform where various linkages are strengthened and relationships are built.  I am grateful to the effort taken by ITB and various international collaborators to help make this symposium possible.

 

4. I understand the main activity in this symposium is the presentation of several papers.  It is my hope that the presentation will lead to in-depth discussions amongst the presenters, researchers, participants and all stakeholders during the symposium.  It is also my expectation that, these papers and materials will assist in generating ideas and activating live discussion amongst the participants to explore key challenges and opportunities related to the ICT sector.  I also hope that the networking during the symposium will go beyond the event, creating a long-term collaboration among the stakeholders.  

 

Ladies and gentlemen,

5. We are fortunate to be in this period of time to witness the fastest and most fascinating changes in technology advancement, especially in the ICT sector. Brunei Darussalam does not want to be left behind and the symposium such as today, would enable us to engage more actively and further improve our facilities and infrastructure.

 

6. A few examples that I would like to share with you today which I believe, is really the Internet of Everything, or IOE;

 

i. The gesture-recognition technology such as Microsoft Kinect, a hands free sensor device that will soon move into futuristic information screen display;
 

ii. Robotics, artificial intelligence and voice recognition software which will introduce efficiency into our daily lives by providing more seamless forms of engagement with technology  in our daily routines;


iii. 3-D printing in advanced manufacturing which will bring unprecedented variety of products used in the developed world;

 

iv. Information systems that will streamline and centralize many moving parts of one's daily life into an almost intuitive and easy to use system of information management that give our interaction with technology an effortless feel;

 

v. Equally importantly, to protect data privacy and prevent data loss, a safeguard measure that must be in place; and

 

vi. The above points attribute to the development of Big Data. In 2013, the International Telecommunication Union (ITU) describes Big Data according to the following characters:-


a. Volume : Data anytime, anywhere, by anyone and anything.  How big is Big Data?  Both machine and human contributed to the creation of Big Data.  About 90% of Big Data has been created in the last 2 years;

b. Velocity : Every millisecond counts.  The speed at which vast volumes of data is processed requires faster decision making process;

c. Variety: The reality of data is messy.  Source of data can be very diverse, from sensor, call records, maps, images etc; and

d. Veracity : Data in doubt.  This brings about accuracy due to data inconsistency, ambiguities and latency.


7. With Big Data, it opens up opportunities and challenges.  The availability of data presents the potentials of data usage for various purposes.  Hence, this brings about the need for data analytics skills.  How can we utilize big data, for example, the movement of people detected through the activities of their mobile phones?  Or the number of vehicles passing through a bridge at peak hours? Imagine knowing the level of road congestion, notified through our smartphones.  This will help us make smart decision. 

 

8. What could have been regarded as idle data, could actually be the source for further innovation and ideas with great commercial viability.  A retailer that analyzes the most searched item online and customers' buying habits can create a profile for their customers.  Taking this further, the retailer can create a personalize retail package for their customer.  These are just a few examples.  Therefore, I believe through research and networking, opportunities for businesses and innovation can be pursued further with big data analytics.

 

Ladies and gentlemen,

9. I am very pleased to see the alignment of the symposium with the vision of the Ministry of Communications, which is Smart Society by 2017.  It is through research, sharing of knowledge and intelligence that we can nurture the growth of innovation in Brunei Darussalam.  Eventually, from innovation, we can achieve our vision for a Smart Society.  It is a society where everyday endeavours are conducted with convenience, and resources are managed with efficiency.  

 

10. The Ministry of Communications ensures that our vision towards a Smart Society is, indeed, moving towards achieving our Wawasan 2035.  With Wawasan 2035, Brunei Darussalam aims to known for its well-educated and highly skilled people.  I therefore, take this opportunity to assure that the Ministry of Communications is supportive of all aspects of research and productivity, for both ICT and transport sector, within the global research institutions and industries.

 

Ladies and Gentlemen

11. We highly appreciate the co-operation and support of the global institutions to collaborate and assist in developing partnership in the ICT sectors through technology sharing and research collaborations.

12. In my opinion the crucial benefits from this symposium and related activities include;

  1. Capacity building in various areas in ICT;
  2. Enhancement of technological transfer and development;
  3. Sustainable ICT industrial development; and
  4. Employment opportunities to the communities.

 

13.  In conclusion, let me congratulate ITB for organizing this symposium. I share your optimism for meaningful deliberations and a fruitful symposium.
