Haji Mohammad Salihin Haji Aspar is appointed as Deputy Permanent Secretary (Transport), Ministry of Transport and Infocommunications (MTIC) on 10th May 2023, responsible for the formulation of the land, aviation and maritime transport policy as well as transport safety.

He is also appointed as the co-chair for the Electric Vehicle Joint Task Force (EVJTF) together with the Deputy Permanent Secretary, Department of Energy at the Prime Minister's Office focusing on Electric Vehicle (EV) which is one of the ten (10) key strategies under the Brunei Darussalam National Council on Climate Change, to shape Brunei Darussalam into a Low Carbon and Climate Resilient Country.

In addition, he also serves as the Secretary for the National Road Safety Council with the main objective to maintain the highest level of road safety for Brunei Darussalam.

Prior to his appointment, he served as the Director of Transport at MTIC in 2020 and as Chief Executive of the Maritime and Port Authority of Brunei Darussalam (MPABD) in 2018.

Previously, he also served as the Director of Marine, Ministry of Communications in 2016 and had the opportunity to serve as General Manager for the Brunei Methanol Tanker Sdn Bhd and PB Logistics Sdn Bhd (PBL) during his secondment period with PetroleumBRUNEI (PB) in 2013 to 2016.

​He graduated from the World Maritime University, Malmo, Sweden with a Master's Degree in Maritime Affairs and Degree in Maritime Studies from Liverpool John Moores University, England.
